Well this seems to induce a mathematical paradox if you're less than 14, see:

(13 / 2) + 7 = 13.5

Which means that you're forced to date people that are older than you. It's kind of a problem if you're only 3: (3 / 2) + 7 = 8.5

But anyway, the equation would have to work in both directions. Someone who's 13 would need to date someone older, but the older person would need someone older as well. Thus, the relationship implodes and jail time is issued. It works itself out.
