So why would they not list a phone number on here if they're talking about making a call?

because there is actually a 24 phone next to that sign with a live operator. The real question is that why does the tourist trade for taking scenic photos trump public safety in requiring higher fencing like most bridges of similar height that offer pedestrian access?
