Well, YES, this has been his "plan" from the start and we all knew it. Trump (via nuts-as-fuck propaganda) and McConnell (through his extraordinary power in Congress - yet another stain in the U.S. system) have set the stage so that even an Electoral College win by Biden may not be enough because mail-in ballots are being thrown away like a motherfucker.

The Republican party has utterly abandoned any intention, shit, any pretense of trying to convince the electorate that their policies are better than Democratic ones.
