I almost always have to get large tops. Tight fabric stretching across boobs = ew. It's both uncomfortable and definitely not flattering.

My girlfriend is 34D. They used to be 36C. I think I liked them smaller... she wasn't complaining about bathing suit tops as much and she wasn't bitching about being too fat. And now that she's losing weight, she's complaining that her boobs might shrink. But she's said before that they're uncomfortable to her. It's just an endless cycle. Personally, I like smaller boobs.
