You have to have a certain amount of positive rep yourself in order to be award rep, I think. And the more rep you have, the more effect that your giving rep will have on the recipient.

the amount of rep you give is some kind of fraction of how much you have yourself, or something. People with negative rep, or people with less than twenty posts, can rep, but no points are gained or taken away from the recipient, as I understand it.t
