Any army or political activity worth something chooses what to wear and how to wear it carefully. If you look at any state funeral from any country, you'll see that there is perfect co-ordination in how people walk, talk and dress.

This is because any dominant power of whatever political inclination wants to be taken seriously, and that is done by looking like you want to be taken seriously.
