I would attribute that to cultural nostalgia. We tend to remember the gems more readily than the turds. People are less likely to recommend seeing such old films unless they, in some sense, transcended their era. Those that don't are forgotten.
Then again, I doubt my position to criticize decades. I'm mostly apathetic about film as a medium. Perhaps my distance from movies informs my ease of impartial judgment.
