Well, that's already in a section of black, so you could just open it in painshop and get rid of the bottom of the picture. Drag the bottom of the picture up to just under the logo.
Then in Photoshop, use the magic wand select tool, select the black around it, right click, Invert Selection, and copy. That should have the logo copied, then past it onto whatever you need.
