I've know that her music changed and mellowed out drastically over her career (have yet to get through the full discography) but when did the vocals change to the more whiny sound?

I'm jealous... discovering Rid of Me is a great moment I wish I could return to hahah. Incredible album... songwriting, musicianship, recording quality. You're right about the vocals on that album, absolutely incredible.
She's been using this kind of falsetto vocal style on Let England Shake and White Chalk. Prior to that her style between To Bring You My Love and Uh Huh Her has been a slightly more "refined" version of her Rid of Me vocals... still amazing. I think you'd likely enjoy anything prior to White Chalk.
