Not always poor either.. seen some middle class white people there. At least in California sysfem, no questions asked when there is a confirmed report of child abuse the children are taken out of the parent's care for six weeks REGARDLESS of who their lawyer is or what is their zip code and hey, sad as is it, middle class and rich kids get abused too especially sexual abuse
