what i've been reading to follow up on what you mentioned is that TEXAS has closed 750 polling places since 2012, mostly located, yes, in minority and low income areas.

that's TEXAS, which is a state run by republicans, not the democratic party.

and echo park isn't exactly a proletarian enclave
