Can confirm. I lived in Baltimore for 3 months and whereas it's not sufficient time to properly experience and evaluate the city, I agree that when you avoid the bad areas, it's actually a very neat city, especially places like Inner Harbor and Fells Point.
I wish it could go back and see how the city changed over last 20 years.
