Both of those are too dark. The less obvious the lipstick, the better...even if the party is a formal affair. That's just my taste.
I'll suggest (although it's sight unseen) the green dress and lipgloss mixed with a tiny bit of the lipstick.
Although, then again, the red dress with redder lipstick might be doable for an evening party. Of course, ultimately it's your choice.
