My sister is deaf and can feel vibrations from a very loud amplifier. You could concievably put a deaf person in a room with an amp so loud that it would make people deaf, and since they're already deaf they would be fine (probably)
It's just a matter of how they interpret the sound waves that they feel, I suppose.
