I don't think NASA is perfect either, but to say that they always have a budget to do their research, isn't quite true. The SETI project has been halted quite a few times. The Hubble has had to wait, because of no money. After the shuttle accidents, NASA had to spend their money on aeronautical research before they could take to the skies again. Sure they get more money than most other scientific institutes, but hey, they've got the government and military backing them up, bigtime.
I still think that spending money on space research is better than spending it on wars and the arms trade.
