That is true - it comes from the thing of throwing women into a pond to find if they were witches. The extra gas in the sparkling water drinkers' blood meant that they would float, and thus be declared a witch, while the still water drinkers would sink because of their greater density, and be declared non-witches. In time they realised that all the women who had floated were sparkling water drinkers and made the all too obvious connection between drinking sparkling water and being a witch.

There are some towns in the east of England where, to this day, supermarket assistants will shout "Witch!!!" when they see a woman buying a bottle of Perrier.
