The commentator I saw on BBC World said that the guards are Peruvians that are cheap to hire and, for whatever it's worth, that the explosives checks are generally done by Zimbabweans. He took care to point out that one, just as he himself (as a journalist), can obtain special cards that allow one to enter without being searched.
Also, a bridge over the Tigris River was exploded even though there are security checks at both ends of the bridge.
