I don't really see the validity to this argument. Is it necessarily a fact that drug use will go up because drugs are illegal? I doubt it will have a large impact on the number of drug users at all. The idea that all of the sudden the demand for drugs will increase is a little far fetched. The people that want to do drugs do them, plain and simple. A person who was anti-drug before the law will not suddenly become a drug user because it's legal. Alcohol is legal and plenty of people choose not to drink.
Will trafficking necessarily go up? The police force isn't decreasing in size. Yet they don't have to get caught up in catching small time users and then tying up the judicial system by prosecuting them. They can use their resources more effectively to go after the supply of the drugs. The only way to win a drug war is to eradicate the supply because the demand will always exist. I'm not saying it's a winnable war, but that is the only way to win it.
