I can guess that it's because the natural anesthetic in cloves makes you unable to feel the pain of any damage to your lungs. You are numb and don't notice what they are doing to you.
...but they make your lips taste sweet and give you a head rush!
I personally think that a ban like this is stupid. Put warnings on the packages, tax em higher to help with health care costs, and let people decide what they are going to do for themselves.
