Yes, although it depends on you and your partner(s) ground rules around what is or isn't 'cheating'. Checking someone out simplified would generally mean you find them hot, sexy, pretty, etc..... which is (usually) beyond the partner's desire, so you're crossing a boundry. But is it a sin to find people sexy? It's human nature. So is acting on it. It's something that's barely rationally unavoidable, so personally I find it's okay.
Consider it 'mentally cheating'
