I know this guy sounds like an asshole, but why did you leave it so long to report him to paypal? Man, I'm so impatient to get stuff I've paid for, if it takes more than a week I always email the seller saying I'm going to report you to paypal in two days unless I receive my order, and what a surprise, it alway turns up.
You should totally use paypal to report people, afterall, you're paying a percentage of every transaction to paypal so you might aswell use them when things don't turn up.
