It also encourages littering.
You buy a pack:
1 peel the celophane - toss it
2 open the pack pull the top foil out - toss it
3 pull a cig out smoke it to the butt - toss the butt

23 fucking pieces of litter generated and tossed on the street with every fucking pack of cigs...and don't tell me that you save all that garbage for a garbage can, cuz you don't - you drop most of it on the ground.
Fuck you, you should be fined heavily for every pack of cigs. $10 a pack isn't enough to take care of the crap that you all do to fuck up the world.
