I totally forgot about Uncle Floyd. It was a local "kids" show in New Jersey on channel 68 UHF. They had rock and roll bands like the Ramones and the Plasmatics on all the time in the 70's and 80's.
He became such a part of pop culture that Bowie even mentioned him in a song.
