included bands with mixed membership...

OOIOO
The Original Silence (some European members)
Paal-Nilssen Love Townhouse Orchestra
Afrirampo
Melt-Banana
Zu
Ruins
Peter Brotzman, et al.
Crystal Castles
Einsturzende Neubauten
Cowboy Junkies
The Ex

Although I like her music, Bjork is not really a band, well, properly anyway. An aside, but Neil Young was born in Canada, of course.

sort-of active?
Kraftwerk
The Thing

not-so-active
AC/DC
My Bloody Valentine (Irish members and British members/soon to be active)
Steppenwolf
INXS
Boredoms
Can
Foetus
KUKL
Amon Duul II
The Sugarcubes
The Scientists
Gong
Neu!
Rush

So, disqualifying any groups with members from several different countries and bands who have some members from the U.S. or U.K., and for the purposes of answering the topic question, my favorite current band is the wholly Japanese OOIOO. (I'm supposing that this P-We project is going to still continue to make records).
And my favorite one that has clearly already peaked is the entirely Australian INXS. (I refuse to acknowledge the new version).
