Well this seems to induce a mathematical paradox if you're less than 14, see:
(13 / 2) + 7 = 13.5
Which means that you're forced to date people that are older than you. It's kind of a problem if you're only 3: (3 / 2) + 7 = 8.5
And I'm sure a lot of less than 10 year old people wanna have sex, so your formula sounds like the open door for legal paedophilia
