That sounds great, and they need to find a balance, of course. But if people are sleeping on the floor because of stray bullets at 3AM, it seems like they are allowing people a basic right and liberty. To LIVE. I mean, if you had to choose either safety or having the right to walk around at 3AM, which would you choose?
