The same thing happens here, although officially it's illegal. When Phantom Menace was released theatres were informed that if they wanted a print they'd have to agree to screen a whole raft of filler too. None of the theatres had to agree to this (thus avoiding the legal issue) but were informed that if they wanted to be guaranteed a print of Phantom Menace (which of course they
did) they'd be 'strongly advised' to abide by the deal. I can't remember what the films were that made up the package but I do recall a lot of very lacklustre films playing to empty auditoriums for a good few months.
