Yeah. I think that was how Burgess used it. Wasn't it meant to be a hybrid of English-Russian though, suggesting some kind of post-nuclear world where the Russian language had become a part of our own. But from memory, you're right. It's only the droogs that actually use it. All the other characters speak in regular English.
