Focus on private/personal misdeeds like this usually mean that there are crimes of state going on, but aren't a concern of the other half of political power or their business backers.
Consider the USA: no concerns about Yugoslavia, destroying a phamacutical factory in Sudan, etc - but so much attention on one little White House intern...
