the theoretical horizon is actually further away than that. 15 bil LY is just the current furthest measurement of an object in space (which was detected by a large gamma-ray burst).
"dark flow" points toward a "very large structure" that's about 46.5 bil LY away (between the constellations of Centaurus and Vela). nobody knows what the fuck it might be, but according to cosmic microwave background radiation, every visible galactic cluster is moving toward it.
