Sbux do hot chocolate a couple different ways. If you'd said you didn't like it they more than likely would have made you something else to improve yr visit, even before the 2008 drink promise stuff. (have a look at the bar there is a sign telling you that your drink should be perfect, if it isn't let us know(we can't help you if you go tell sonic youth fans it's shit, only your barista) and we'll make it right.
I find the signature base actually too rich but definately not watery.. The amount of water mixed in with all the cocoa powder is just enough to make a thick liquid, then you do half half. The only real possibility is that you've caught them at the top of a jug and they haven't stirred it. Ask for a signature hot chocolate 1/3 sig 2/3 breve if yr concerned about "thickness".
