My band is strongly considering having our rhythm guitarist/singer switch to bass, since we can't seem to find anybody else.
We need to find him a bass that'll create as thick a tone as possible. I'm thinking one with humbuckers. Any other suggestions?

humbuckers definitely. the only real decision is whether you want passive or active?

I kinda prefer the more organic tone of passive pickups, but would actives fill more space?
We're also looking to keep costs down at this point, so actives would probably be too expensive...

I think the actives give you more controI, although ultimately I think it's the amp he plays through that'll be what really counts.
