i've known spliffs since pre-internet days, but if we're quoting online sources, here's wikipedia on "joint" (which it lists as a synomym of spliff)

the fact that europeans smoke HASH (not weed) mixed with tobacco is another story, which you're failing to grasp. it's not weed. it's hash. which won't burn very well on its own (it will vaporize nicely though), so it needs tobacco or something to help it go.

It doesn't matter if it is Hash or Weed, adding tobacco to it makes it a spliff. Pure marijuana is a joint. There is no way to know from a picture if Bob is smoking a joint or spliff.
