Cameron is preparing everybody with his "Broken Britain" chant. After their slap on the wrist when caught lying about the violent crime statistics (they said violent crime has doubled under Labour; it has in fact halved) the Tories have been unable to perpetuate the lie and hence the meaningless phrase which plays on people's fear of crime (fear of people: see also immigration and people claiming benefits).
